In what cases receipt of the European Union Multilingual Standard Form is possible?
In accordance with Regulation (EU) No. 2016/1191 on promoting the free movement of citizens by simplifying the requirements for presenting certain public documents in the European Union, some public documents and certified copies thereof are exempt from legalisation and Apostille certification (certification of authenticity of the document) formality in the EU as of 16 February 2019.

What do I need to do to receive an EU Multilingual Standard Form?
It can be added to the following statements from the Register of Natural Persons:
- marital status;
- domicile and/or place of residence (address of the place of residence);
- fact of birth;
- fact of death;
- marriage.
!!! The Multilingual Standard Form can be used for submission in another EU Member State only together with a statement from the Register of Natural Persons.
What do I need to do to receive an EU Multilingual Standard Form?
To receive the EU Multilingual Standard Form, when requesting a statement from the Register of Natural Persons on marital status, residence address (current address of the declared place of residence, registered place of residence, or the address of the place of residence indicated by the person, or a indicated residence address in a foreign country, plus an additional address if applicable), the fact of birth or death, marriage, it is necessary to indicate in the application a request for the Multilingual Standard Form. In addition, the application must specify the EU Member State in which the information is to be used and the official language of the EU Member State, e.g. German for use in Germany.
Fee
- The OCMA service fee for the preparation and issue of the Multilingual Standard Form is EUR 9.54.
- If the EU Multilingual Standard Form has to be sent by post, the OCMA prepares it for delivery by registered mail, for which a service fee is payable.
For sending the statement by post and issuing the Multilingual Standard Form, a service fee shall be charged in accordance with Paragraphs 12 and 13 of the Annex to the Cabinet Regulation of 12 September 2023 No. 515 “Price List of Paid Services of the Office of Citizenship and Migration Affairs” (https://www.pmlp.gov.lv/en/price-list-services);
