ONLINE DATA TRANSFER
SOFTWARE “PERSONAL DATA BROWSER” (MANUAL CHECK)
The Personal Data Browser (PDB), a data browsing solution that allows a data requester to manually check data of a natural person in the Register of Natural Persons. The service does not provide for automated data requests, without the direct involvement of the data requester who has been granted access rights to the PDB, in the data request process. INFORMATION SYSTEMS INTERFACE (AUTOMATIC)
A solution that interfaces information systems (cross-system interfaces) to automatically receive data and, if necessary and legally justified, information about changes made to it (monitoring solution). Data is transferred from the system of the Register of Natural Persons to the system of the person requesting the information by means of cross-system interfaces, when submitting requests by the personal identity number. During the development of the system, access to the test environment of the Register of Natural Persons is provided, and after the development of the system, testing of the system must be carried out and a deed of completion of the development of the system must be signed. Access to the production environment of the Register of Natural Persons will be provided after the signing of the deed.
The solution of cross-system interfaces is designed to facilitate the processing of personal data received from the Register of Natural Persons in the system of the person requesting the information. If it is necessary to call several data groups at the same time, the OCMA offers to create composite data set(s) from the data groups specified by the information requester. The composite data set ensures that the necessary data on the person concerned is available in a single call, thus also reducing the time needed to process the personal data request as a whole.
This solution has an additional service (monitoring) that provides the requester with the possibility to retrieve information on which data of persons registered in the requester’s system have changed. To use the monitoring service:
1) the information requester shall specify the data sets to be monitored and shall send the personal identity numbers of the persons to be monitored to the Register of Natural Persons via the relevant monitoring service;
2) after the start of the monitoring process, the information requester has the possibility to find out the fact of a change in the data of the persons monitored through the relevant monitoring service;
3) after this fact has been established, the requester shall have the possibility to retrieve from the Register of Natural Persons, using the appropriate services, the up-to-date data to be monitored;
if, as a result of the service provision process, there is no longer a need to monitor the data of any persons, the information requester shall send the personal identity numbers of those persons to the Register of Natural Persons using an appropriate monitoring service.
THE OCMA SERVICES HOSTED IN THE NATIONAL INFORMATION SYSTEM INTERFACE OF THE STATE REGIONAL DEVELOPMENT AGENCY
API Management system (API)
API, as a module of the shared component “Data Exchange Infrastructure”, provides access to data services provided by national registers and municipal information systems in a standardised way. More information on the solution is available at: https://viss.qov.lv/lv/informacijai/Produkti/API-parvaldnieks.
Currently, the API publishes the OCMA service API-IEM_PMLP-FprisApi, which has many methods that can be found on the website: https://api.viss.aov.lv/devportal/apis/19d69700-11e4-486a-90d2-a50aa6eea0f4/test.

DATA DISSEMINATION AND GOVERNANCE PLATFORM (PLATFORM)
Data dissemination and governance platform is a national platform suitable for the dissemination and storage of data (including personal data), managed by the State Regional Development Agency. The Plaform website address is www.dagr.gov.lv.
The procedure for the operation and use of the Platform shall be determined by the Cabinet Regulation of 31 October 2023 No. 624 “Regulations Regarding the Data Dissemination and Governance Platform”. Schematic description of how to request and receive the service
