SUBMITTING A REQUEST

  • Name of the OCMA’s information system from which data is to be received, amount of data, data selection criteria;
  • The legal basis for receiving the service of massive processing of the data and the purpose of its use;
  • Information about the regularity of requests for the service of massive processing of the data**;
  • In cases where the selection of data is based on personal identity numbers provided by the client, the client must collect them in a txt or CSV (Comma Separated Values) file, with each entry on a new line:

** Cooperation on the implementation of the receipt of service of massive processing of the data is possible by concluding a cooperation agreement with the OCMA if the data requests will be carried out on a regular basis, or on the basis of a request if the data requests will be one-off or occasional.

  • The information to be transmitted electronically shall be encrypted with the software versions provided for this purpose, in order to ensure the secure transfer of restricted information on the web, in compliance with the requirements laid down in the General Data Protection Regulation, thus preventing the information from being intercepted by third parties;
  • In order for the client to be able to encrypt the request, the OCMA shall send to the client the OCMA’s public key part with which the client shall encrypt the request;
  • In addition, the client must create its own encryption key pair – a public key part and a private key part – using one of the Open Pretty Good Privacy (PGP) software (available free of charge from the Internet). The PGP key (Public Key Infrastructure) must be at least 2048bit long. The client shall attach to the request the public part of the information encryption key it has created;
  • The client will be able to access the encrypted information provided by the OCMA using the private part of their PGP key.

  • Electronically, sent to the electronic mail address (e-mail) provided by the client, subject to data protection requirements;
  • Storage media (e.g., CD, USB flash).

  • If the client is not exempt from the obligation to pay for the service of massive processing of the data, a fee for software development is payable if special data preparation methods and selection criteria are used for the processing of personal data; one man-hour costs EUR 100.00 (one hundred euros) ****. The number of man-hours is determined after receiving the request.
  • If it is necessary to receive specific data, e.g., declared address or date of death then in addition to the service fee for developing and running the software, a state fee of EUR 2.00 per person is payable*****.

***** In accordance with Sub-paragraph 2.6 of the Cabinet Regulation of 6 July 2021 No. 485 “Regulations Regarding the State Fee for the Receipt of Information from the Register of Natural Persons” (https://likumi.lv/ta/en/en/id/324592-regulations-regarding-the-state-fee-for-the-receipt-of-information-from-the-register-of-natural-persons). In accordance with Paragraph 6 of this Regulation, payment of the state fee shall be made before receipt of information from the Register of Natural Persons.

The amount of the state fee for receiving information from the Register of Natural Persons in accordance with the Cabinet Regulation of 6 July 2021 No. 485 “Regulations Regarding the State Fee for the Receipt of Information from the Register of Natural Persons” shall be determined upon receipt of a request. The amount of the service fee for sending the certificate by registered post in accordance with the price list of the OCMA is determined upon receipt of the request.
